The Capture of Correction
Post-Darwinian Ontology, Popperian Correction, and the S3–S4 Problem in the Postwar West

Abstract
A system may possess extensive criticism, review, professional contestation, and local correction while remaining weakly correctable at the level where governing assumptions, classifications, authority structures, and permissions are produced. This article examines that problem through the Central Equilibrium Problem (CEP), institutional correction architecture, and a historically bounded hypothesis concerning the postwar West.
The analytical starting point is an S3-like conjunction: Post-Darwinian Materialism (D) combined with an epistemological commitment compatible with broad criticism and corrective reopenability (A). The article does not claim that the postwar West has been empirically demonstrated to instantiate CEP state S3, nor that S3 necessarily develops into S4. An expanded reconstruction of the upstream formation and portability of intellectual authority is developed separately in The Architecture of Intellectual Authority. The present inquiry is formally independent of that companion study and begins at a different boundary: what happens when an authoritative explanatory orientation becomes embedded in institutional classifications, permissions, and correction structures?
The article distinguishes criticism, feedback, review, judgment, implemented correction, restoration, and rule revision. It integrates previously developed constructs—including Decision Sovereignty, Correction Sovereignty, Public-Grammar Sovereignty, Durable Correction Asymmetry, Corrective Pluralism, and Corrective Capture—within a narrower S3–S4 test. It distinguishes an episode-level Corrective Capture diagnosis from a descriptive pre-equilibrium correction-capture pattern and from the stronger strategic-persistence hypothesis termed Equilibrium Capture of Correction (ECC).
Strategic persistence is analyzed separately from CEP state classification. A pre-equilibrium correction-capture pattern becomes a candidate ECC only where locally incentive-compatible continuation, meaningful deviation costs, sufficiently supported shared expectations, and persistence through genuine correction opportunities are independently established. Those persistence gates are not introduced here as novel constructs. Their article-specific role is their application to the persistence of a correction-capture pattern.
ECC does not establish S4. Conversely, evidence consistent with D× B does not establish ECC.

The article develops quality-controlled correction-depth tests, matched challenges, institutional and strategic falsifiers, rival explanations, and a bounded translation to AI governance. Its central proposition is that the presence of correction mechanisms is insufficient. A system remains correctable only where justified correction can reach the level at which the consequential defect is generated and can alter the operative state.
Correction must reach what governs.

Third, it applies previously developed strategic-persistence gates specifically to an independently established correction-capture pattern.
Fourth, it separates that persistence pathway from the independent CEP-state pathway.
Fifth, it organizes the resulting problem into a modular historical test architecture.

Part I — The Starting Problem
1. An Order Built to Correct Itself
The postwar Western order developed and maintained extensive mechanisms of criticism, review, professional contestation, scientific correction, judicial reconsideration, public disagreement, and institutional revision.
The argument of this article does not dispute that fact.
Its problem begins precisely because criticism can be institutionally extensive.
The existence of journals, peer review, appeals, oversight bodies, expert committees, elections, courts, administrative review, professional disagreement, and public criticism establishes correction activity.
It does not establish correction reach.
The distinction is:

A system may correct:

Institutional theory likewise shows how formal structures can become durable independently of their original justificatory conditions (Meyer and Rowan 1977; Douglas 1986).
The question is therefore not whether correction exists.
It is:
How far upward can correction travel before it loses operative force?
2. The CEP Grammar
CEP represents the problem through two ontological and two epistemological strategies:

S4=D× B.
Where:

In the canonical CEP grammar, A emphasizes criticism, proof, universal examination, and the possibility that governing purposes or frameworks can themselves be reopened. B emphasizes instrumental rationality, authority, strategic survival, and the stabilization of operative order (Dunavich 2026e).
Popper is relevant to A as an epistemological exemplar of conjectural knowledge, criticism, and continued corrigibility (Popper 1963, 1972, 1994), but:

CEP’s B is likewise broader than any one institution or administrative style.
For purposes of this article, institutional behavior may be described as increasingly B-like where the operative force of external, plural, local, professional, or affected-party correction becomes increasingly dependent upon authorized interpretive synthesis.
That is a bounded governance translation.
It does not redefine canonical B.
3. Claim Types and Evidential Burdens
The article distinguishes five claim classes.
Conceptual Definitions
Definitions specify analytical terms such as correction depth, governing ontology, or ECC.
They are not empirical discoveries merely because they are formally expressed.
Externally Supported Background Claims
These concern established historical, organizational, sociological, epistemological, or game-theoretic literature.
Synthetic Inferences
These connect literatures or constructs in a way not directly established by one source.
Open Historical Hypotheses
These identify mechanisms requiring independent empirical testing.
Model-Internal CEP Claims
These describe relations internal to CEP.
A model-internal statement cannot automatically become an empirical historical claim.
Therefore:

The same distinction governs Pareto language, equilibrium language, and S3/S4 classification throughout the article.
Historical Unit of Analysis
“The postwar West” is the comparative historical field of inquiry.
It is not itself the institutional unit to which capture, DCA, ECC, or CEP-state classification may be assigned.

Scientific expertise became increasingly embedded in postwar research systems, public administration, international organizations, and science-policy institutions (Bush 1945; UK Parliament 1947; Krige 2006; OECD 1963a, 1963b).
That development establishes institutional role expansion.
It does not establish one Western ontology.
Nor does it establish cross-domain epistemic authority.
An explanatory orientation may be:

5. The S3-Like Starting Condition
The present article is concerned with the possible conjunction:
S3=D× A.
The starting historical hypothesis is weaker than an S3 classification.
It asks whether a specified postwar institutional field can exhibit both:

an operative post-Darwinian materialist or sufficiently D-consistent governing orientation; and

an explicit or functionally comparable commitment to criticism, evidence, rational review, and corrective reopenability.
Post-Darwinian Materialism is not synonymous with evolutionary biology, methodological naturalism, secularism, or physicalism. Its classification requires separate source-level and ontological analysis (Dunavich 2026f).
Similarly, an institution that praises criticism does not thereby instantiate historical A.
The starting condition therefore remains:
S3-Like Starting Condition ≠ Historical S3.
Historical Entry Conditions
A case becomes eligible for downstream historical testing only after four conditions are satisfied.
E1 — Specified Regime. A bounded UH must be identified.
E2 — Candidate Ontological Relevance. There must be preliminary evidence that a commitment relevant to D may enter the operative structure of the regime.

6. The Governance Tension in an S3-Like Configuration
An S3-like conjunction is not logically contradictory.
S3=D× A.
Nothing in that formulation entails that D and A cannot coexist.
Therefore:

The problem arises if a comparatively stabilized ontology becomes operationalized in institutional classification and permission while correction remains strongest below the level generating those commitments.
An institution may display:

Part II — When Authority Becomes Governance
7. From Public Intellectual Authority to Governing Ontology
A public ontology is not yet a governing ontology.
Public circulation, educational recurrence, scientific prestige, and cultural familiarity do not establish institutional decision authority.
For the purposes of this article, a governing ontology is the operative reality-picture encoded in a specified decision regime: the background commitments concerning entities, relations, capacities, causal structures, relevant differences, admissible sources, and possible corrections that constrain how a decision is understood.
Institutional and sociological literatures provide several mechanisms through which categories and knowledge structures can become embedded in durable organizational practices (Berger and Luckmann 1966; Meyer and Rowan 1977; Douglas 1986; Bowker and Star 1999; Jasanoff 2004).
But:

A governing ontology becomes empirically visible only through traceable translation into such objects as:

8. Decision, Correction, and Public-Grammar Sovereignty
A consequential system distributes at least three forms of functional sovereignty (Dunavich 2026i).
Decision Sovereignty
Who defines the object, evidence, criteria, threshold, and initial operative state?
Correction Sovereignty
Who can reopen the object, evidence, threshold, rule, or decision; require implementation of reversal; verify correction; and restore affected states?
Public-Grammar Sovereignty
Who controls the authorized language through which the system describes:

legitimacy;

harm;

neutrality;

rationality;

safety;

scientific status;

or progress?
The three sovereignties need not be centralized in one actor.
Distributed authority is not itself failure.
The critical question is connectivity.
A plural architecture can be deeply corrective where handoffs from evidence to judgment to authority to implementation are reliable.
Conversely, concentration can create interpretive capture where the same node controls problem definition, evidence, judgment, correction, and public representation.

9. From Ontology to Permission
Ontology becomes consequential when it controls permission.
The relevant chain is:
Object → Representation → Classification → Evaluation → Permission.
Each transition requires its own justification.
A valid scientific description does not automatically authorize a broader social classification.
A successful causal model does not automatically define the complete decision object.
An accepted ontology does not automatically determine policy.
The distinction is:
Description ≠ Explanation ≠ Ontology ≠ Permission.
Boundary-work literature is relevant because scientific credibility changes function when it enters institutional, policy, legal, or public environments (Gieryn 1983, 1999; Jasanoff 1990).
The institutional correction question begins when an ontology or representation not only describes the object but defines which corrections are intelligible or admissible.
10. The Residual Correction Problem
Suppose a regime has:

Why might deeper correction remain weak?
The residual problem is not absence of intelligence or absence of critique.
It is the possibility that the correction architecture is strongest where the governing structure has already defined the object and weakest where the governing definition itself must be reopened.
A stronger and separately testable construct is Durable Correction Asymmetry, or DCA.
DCA is the persistent structural difference between the path capable of creating, maintaining, or renewing an operative state and the path capable of reopening, reversing, implementing reversal, restoring the affected position, and revising the generating rule.
DCA may strengthen an institutional closure diagnosis. It is not entailed by a pre-equilibrium correction-capture pattern and does not by itself establish equilibrium or CEP strategy B.

Part III — The Capture Mechanism
11. The Pre-Equilibrium Correction-Capture Pattern
The article distinguishes three diagnostic objects.
They must not be collapsed, and they do not form a mechanically necessary sequence.
Corrective Capture
Corrective Capture is a previously developed episode- or application-level diagnosis.
A review mechanism may exist while reproducing a material feature of the structure that generated the contested state, such that independent and operatively consequential correction is blocked or rendered non-operative (Dunavich 2026g).
One failed appeal is insufficient.
One repeated outcome is insufficient.
One shared reviewer is insufficient.
Corrective Capture is relevant evidence but is neither necessary nor sufficient for the institution-period pattern defined below.
Pre-Equilibrium Correction-Capture Pattern
A pre-equilibrium correction-capture pattern is a descriptive institution-period diagnosis.
It is supported where governance linkage and governance-to-correction coupling are established and where quality-controlled evidence shows substantially weaker deep correction than matched local correction.
Formally:

with the asymmetry traceably connected to the challenged governance structure.
The pattern does not itself establish:

12. Recursive Institutional Dynamics
Institutional correction can alter the future evidence environment.
A governing decision may influence:

The correction-capture hypothesis is needed only where those rivals do not adequately explain the observed depth-specific structure.
13. From A-Like Correction to B-Like Governance
The article does not redefine canonical CEP strategy B.
It introduces only a bounded institutional translation.
An institution becomes increasingly B-like where the operative force of external, local, professional, plural, or affected-party correction depends increasingly upon an authorized interpretive synthesis that itself becomes difficult to reopen.
The movement is not:

The strategic question begins only after the pattern itself is established.
ECC requires four additional evidentiary burdens:

The strategic-persistence gates LIC, DC, SE, and PC are inherited from prior RATIUM.AI equilibrium-like institutional analysis (Dunavich 2026n). Their use here does not constitute a novelty claim for the gates themselves.

ECC is article-specific because it applies those gates to the strategic persistence of an independently established correction-capture pattern.
Part IV — From Persistence to CEP State
16. S4-Consistent Is Not S4
CEP defines:
S4=D× B.
Evidence suggestive of D, B, institutional closure, or strategic persistence does not separately establish S4.
Historical classification requires independent support for both CEP strategy components.
Thus:

The wording “S4-consistent risk” is therefore deliberately weaker than “S4”.
A historical S4 claim must identify:

18. The Empirical Carrier Game
An equilibrium claim requires a game.
