The Architecture of Intellectual Authority

Post-Darwinian Ontology, Cognitive Receptivity, Popperian Correction, and the Public Epistemic Boundary from Huxley to Hawking

Abstract

Scientific ideas do not acquire broad public and institutional authority merely because they are scientifically successful. Scientific warrant is generated inside bounded evidential and explanatory domains; public intellectual authority emerges through additional historical, cognitive, representational, philosophical, and institutional processes. This article reconstructs a historically bounded architecture through which an explanatory grammar can become cognitively receptive, publicly authoritative, and institutionally portable without the scientific warrant of its originating domain automatically licensing every later ontological, philosophical, or public use.

The analysis distinguishes four non-equivalent objects:

Scientific Warrant ≠ Ontological Uptake ≠ Public Authority ≠ Institutional Governance.

The cognitive layer is deliberately non-deterministic. Acquired cognitive architecture remains the default explanation for patterned receptivity. A residual prior orientation may be retained only if learning, development, cultural exposure, domain training, and other acquired explanations fail to exhaust the relevant variance. Duality of Innate Cognition (DIC) is therefore neither required nor validated by the argument.

The historical reconstruction uses three deliberately asymmetric figures. Julian Huxley functions as an evolutionary-institutional and public-philosophy handoff node linking scientific synthesis to a broader programme of public and international intellectual organization. Karl Popper supplies the corrective criterion that stabilized explanatory commitments remain answerable to possible error. Stephen Hawking functions later as a boundary stress case for the portability of scientific authority when scientific resources participate in broader philosophical or metaphysical claims.

The article does not claim that Huxley is identical with Post-Darwinian Materialism, that Popper is identical with CEP strategy A, that Hawking is an architect of the postwar settlement, that public representation establishes recipient uptake, or that intellectual authority establishes governing authority. Its bounded CEP interpretation concerns the formation side of an S3-like problem and stops before institutional governance.

The governing proposition is:

Scientific Authority cannot license its own epistemic expansion.

The downstream question—what happens when intellectual authority becomes embedded in classifications, permissions, and correction structures capable of governing the conditions of its own correction—is examined separately in The Capture of Correction.

Article-Specific Contribution and Prior-Art Boundary

The present article does not claim novelty for the general idea that scientific knowledge moves through social, public, or institutional environments. Nor does it claim novelty for scientific correction, public communication, expert authority, public trust, epistemic dependence, prior cognitive structure, predictive processing, or the historical institutionalization of science.

Several analytical components are explicitly inherited from prior RATIUM.AI work.

Operational Stability (OS) and Corrective Reopenability (CR), including the compatibility relation:

The broader idea of a scientific claim moving through different epistemic environments is not presented as a new object. The Epistemic Career of Scientific Knowledge already positions scientific correction and public handoff as adjacent but formally independent architectures (Dunavich 2026m).

The residual contribution of the present article is narrower:

  1. a historically bounded integration of cognitive receptivity, scientific legitimation, public-philosophy handoff, corrective reopenability, and authority portability;

  2. a deliberately asymmetric Huxley–Popper–Hawking architecture;

  3. a strict distinction between authority portability and warrant inheritance;

  4. explicit placement of residual cognitive prior structure before, and independently from, DIC;

  5. and a clear stopping point before institutional governance.

The contribution is therefore architectural and historical. It places two analytically distinct tracks into one bounded convergence problem:

and:

with their possible convergence represented only as an empirical question:

Part I — Before the Historical Carrier

1. The Problem of Reception

An explanatory grammar can be scientifically available without becoming cognitively intuitive, publicly authoritative, or institutionally portable. Conversely, a public explanatory grammar can become familiar or persuasive without acquiring the scientific warrant of the domain from which some of its vocabulary or authority derives.

The reception problem therefore precedes the historical carrier problem.

A claim does not encounter an empty recipient. It encounters prior learning, concepts, expectations, domain knowledge, linguistic categories, social representations, and already stabilized models. Cognitive science increasingly treats perception, learning, and decision as processes in which incoming information is interpreted relative to existing models, task structures, and learned state representations rather than as unstructured registration of input (Niv 2019Bein and Niv 2025).

The minimum analytical relation is:

Input + PriorStructure → Intelligibility.

But “prior” is temporal or functional, not automatically biological.

A prior structure may be:

  • acquired through learning;

  • developmentally constructed;

  • culturally transmitted;

  • domain-specific;

  • computationally instantiated;

  • or, only as a further hypothesis, partly innate.

The article therefore asks not whether cognition is structured, but what evidential burden is required before a residual structure can be classified as innate or mapped to DIC.

2. Acquired Architecture as the Default Explanation

The default explanation is acquired architecture.

Humans learn predictive relations, task states, category structures, causal models, and value-relevant representations through repeated interaction with their environments. Contemporary work on reinforcement learning, cognitive maps, latent-state inference, and hippocampal-prefrontal organization supports the general proposition that experience can construct structured internal representations with substantial effects on later interpretation and choice (Niv 2019Miller and Constantinidis 2024Bein and Niv 2025).

Accordingly:

ObservedReceptivity ⇏ InnateReceptivity.

And:

EarlyEmergence ⇏ Innateness.

A recurring interpretive preference may arise from schooling, disciplinary training, linguistic exposure, institutional reward, repeated explanation, or cultural transmission. Developmental evidence can constrain such explanations, but chronological appearance alone cannot decide among them.

The burden therefore runs in the conservative direction:

Only residual structure not adequately explained by acquired architecture justifies movement to a stronger prior-orientation hypothesis.

3. The Residual Prior-Orientation Question

Suppose acquired architecture explains much but not all of the relevant variance. A residual question then becomes legitimate.

The article uses ONTprior as a deliberately weak placeholder for a candidate prior orientation relevant to how ontological or explanatory possibilities become intelligible. The notation is used here as a restricted article-level residual placeholder within the broader prior-structure problem developed in Dunavich (2026b); it is not presented as an independently validated biological construct.

It is not a biological conclusion.

ONTprior ∈ CandidateComponents(\thetai).

The appropriate sequence is:

The residual could be:

  • continuous rather than binary;

  • multidimensional rather than bipolar;

  • domain-specific rather than general;

  • developmentally emergent rather than innate;

  • asymmetric across individuals;

  • or null.

If acquired architecture explains the variance adequately:

Remove ONTprior.

No biological mapping is then reached.

This discipline matters because a cognitive architecture can be a useful explanatory placeholder without licensing claims about genetics, neurobiology, or fixed population types.

4. DIC as a Restricted Candidate Mapping

DIC enters only after a residual prior orientation has survived.

DIC ∈ CandidateModels(ONTprior).

Therefore:

ONTprior ≠ DIC.

The present article does not validate DIC as a biological fact, binary population architecture, or required historical explanation. Relevant literatures constrain different parts of the problem rather than establishing one unified biological architecture. Work on task-state learning and experience-dependent representational structure supports the acquired-architecture default (Niv 2019Miller and Constantinidis 2024Bein and Niv 2025). Developmental and cross-cultural evidence concerning teleological explanation can constrain claims about early or widely recurring explanatory bias (Schachner et al. 2017). Work on belief updating and evidence evaluation constrains how prior commitments interact with new evidence (Sommer, Musolino, and Hemmer 2024). None of these literatures establishes the specific Duality of Innate Cognition framework (Dunavich 2026a).

None of these ⇒ DIC.

The disposition is therefore:

DIC Biological/Binary Mapping = HOLD.

DIC as Required Historical Explanation = REJECT.

ONTprior Residual Receptivity Hypothesis = RETAIN as Testable.

DIC is optional, non-load-bearing, and empirically unresolved.

The historical argument that follows remains valid if DIC is rejected.

Part II — The Post-Darwinian Historical Shift

5. From Scientific Explanation to Scientific-Legitimation Field

Scientific expertise acquired extensive and durable roles in postwar research systems, public administration, international organizations, and science-policy institutions (Bush 1945UK Parliament 1947Krige 2006OECD 1963a1963b).

That development establishes institutional role expansion. It does not establish cross-domain epistemic authority, one postwar ontology, or a comparative validation of Post-Darwinian Materialism.

Institutional Role Expansion ≠ Cross-Domain Epistemic Authority.

The expression scientific legitimation is used here descriptively for the use or extension of scientifically grounded authority within a broader explanatory or public claim environment. It does not designate a newly validated general mechanism.

Scientific Legitimation = Descriptive Analytical Label.

The historical significance of evolutionary science is not that Darwinian or post-Darwinian propositions automatically determined public philosophy. It is that evolutionary biology became one major source of scientifically prestigious explanatory resources through which wider questions concerning life, humanity, development, history, and social organization could be reformulated.

This transition must be reconstructed carrier by carrier.

Scientific success can make an explanatory resource available.

Availability does not establish uptake.

And uptake does not establish warrant for every new target.

6. Post-Darwinian Materialism as an Analytical Boundary

The symbol D in CEP refers to strict Post-Darwinian Materialism, not to acceptance of evolution as such.

For the present article, Post-Darwinian Materialism is a bounded analytical category concerning a stronger source-closure or ontological use of post-Darwinian scientific authority (Dunavich 2026f).

Therefore:

EvolutionaryBiology ≠ PDM.

Naturalism ≠ PDM.

Secularism ≠ PDM.

The distinction is essential for Julian Huxley. Huxley was a leading evolutionary synthesizer and public humanist, but his language concerning mind, values, religion, and evolutionary humanism complicates any simple classification of him as a strict material-natural source-closure theorist (Huxley 19571964).

Accordingly:

Huxley ≠ D.

Huxley is relevant because he makes visible a historical handoff between scientific evolutionary authority and a broader public-philosophical programme, not because his personal position can be collapsed into one CEP ontological strategy.

Part III — Julian Huxley: The Institutional Handoff

7. Evolution: The Modern Synthesis

Huxley’s Evolution: The Modern Synthesis is a major historical carrier because it presents and organizes a broad evolutionary synthesis across population genetics, systematics, natural history, ecology, and related fields (Huxley 1942).

Its article-specific significance lies in integration, naming, hierarchy, and public scientific presentation. The present article does not treat the book as the origin of the component sciences it integrates.

The scientific object must remain primary.

ModernSynthesis = Scientific Achievement.

The later public-philosophical uses of evolutionary authority do not retroactively reduce the scientific work to ideology or public rhetoric.

The relevant historical relation is narrower:

ScientificSynthesis → AvailableEvolutionaryAuthority.

The arrow denotes historical availability, not automatic philosophical entailment.

8. UNESCO: Its Purpose and Its Philosophy

In 1946 Huxley, UNESCO’s first Director-General, published UNESCO: Its Purpose and Its Philosophy. UNESCO’s institutional history identifies Huxley as its first Director-General, serving from 1946 to 1948 (UNESCO n.d.); the pamphlet itself proposed a broad philosophy for an international organization devoted to education, science, and culture (Huxley 1946).

The text is historically important because it shows a scientific intellectual carrying an evolutionary-humanist explanatory orientation directly into a proposed institutional philosophy.

But the evidential object must remain exact.

The document was Huxley’s philosophy for UNESCO.

It was not identical with the UNESCO Constitution adopted in 1945 (UNESCO 1945).

Huxley1946 ≠ UNESCOConstitution1945.

Nor does Huxley’s institutional office establish that member states adopted every philosophical proposition in the document.

The historical significance is therefore one of handoff and availability.

9. Proposal, Influence, Adoption, Implementation

Institutional genealogy requires four separate verbs:

Proposal ≠ Influence ≠ Adoption ≠ Implementation.

A proposal records what an actor argued.

Influence requires evidence that later actors or institutional forms were materially shaped by the proposal.

Adoption requires evidence that an authorized institution accepted the relevant proposition, policy, or framework.

Implementation requires evidence that the adopted commitment altered practice, classification, resource allocation, procedure, or decision.

Huxley’s 1946 text securely establishes proposal.

His institutional role makes influence historically plausible and, in some contexts, traceable.

Neither fact licenses automatic claims of complete UNESCO adoption or implementation.

The UNESCO Constitution must therefore be treated as an independent source with its own language, institutional authorship, and authority (UNESCO 1945).

This boundary protects the article from converting an important historical document into a proxy for an entire international institution.

10. The Huxley Tension

Huxley’s historical role contains a genuine tension.

His evolutionary humanism and internationalist ambitions were associated with education, scientific cooperation, human development, and the construction of a common public future. At the same time, Huxley’s career intersected with eugenic and population-oriented thought characteristic of important strands of early- and mid-twentieth-century biological and social planning (Weindling 2012).

The article does not resolve this tension by retrospectively assigning one essence to Huxley.

Its significance is methodological.

Scientific authority can travel into public philosophy through actors whose programmes are themselves internally heterogeneous.

The Huxley case therefore resists both idealization and reduction.

It is useful precisely because the carrier is scientifically prestigious, institutionally consequential, philosophically explicit, and historically mixed.

11. Huxley’s Exact Role

Huxley’s canonical role in this article is:

Huxley = Evolutionary-Institutional/ Public-Philosophy Handoff Node.

He is not treated as the source of D.

He is not treated as the sole architect of postwar scientific authority.

He is not treated as proof that UNESCO adopted a post-Darwinian ontology.

And he is not treated as evidence of recipient uptake across Western publics.

His function is to make one transition historically visible:

ScientificEvolutionaryAuthority → Public/InstitutionalPhilosophyProposal.

That transition establishes a carrier.

It does not establish the full downstream uptake chain.

Thus:

Part IV — Popper: The Corrective Counterprinciple

12. Operational Stability

Scientific inquiry requires stable commitments.

A scientific community cannot reopen every background assumption during every experiment. Instruments, methods, exemplars, accepted measurements, working theories, and problem classes must remain sufficiently stable for cumulative investigation to occur.

The present article imports the term Operational Stability from Scientific Correction Between Popper and Kuhn:

OS = Operational Stability.

Operational stability is not epistemic finality.

It is the provisional stabilization necessary for inquiry to function.

The distinction matters beyond specialist science because public authority often appears strongest when an explanatory grammar has become operationally backgrounded.

But:

Operational Backgrounding ≠ Epistemic Exemption.

13. Corrective Reopenability

The companion construct is:

CR = Corrective Reopenability.

Corrective Reopenability is the preservation of a legitimate route by which evidence, argument, or failure can reopen a commitment that had been provisionally stabilized (Dunavich 2026k).

The minimal compatibility relation is:

OS∧ CR.

This relation is imported prior art, not an article-specific novelty claim.

Popper’s relevance lies in the deeper constraint that scientific knowledge remains conjectural and answerable to possible error (Popper 196319721994). For a current secondary overview of Popper’s philosophy and its critical-rationalist structure, see Thornton (2026).

The public-authority problem begins when a successful explanatory grammar gains stability outside its original scientific problem-space while the corrective conditions of the new use become less explicit.

14. Why Popper Is Not a Second Ontology

Popper does not enter this architecture as a rival ontology to post-Darwinian materialism.

His role is epistemological.

Popper = Corrective Reopenability Node.

And:

Popper ≠ A.

CEP strategy A is a broader canonical epistemological strategy. Popper is A-compatible because his philosophy supplies a powerful criterion of corrigibility, criticism, and non-finality.

The historical article must therefore avoid two opposite errors.

It must not reduce A to Popper.

And it must not treat Popperian correction as a causal force producing prior cognitive types or historical ontology.

Popper enters at the level of justification and correction.

He does not enter as a theory of cognitive formation.

15. Prior Plausibility Is Not Warrant

A cognitive orientation can make an explanation intuitively plausible.

It cannot make the explanation true.

Prior Plausibility ≠ Epistemic Warrant.

This rule is central to the relationship between the cognitive module and Popper.

If a residual prior orientation exists, it may influence which explanatory forms are easier to acquire, stabilize, or find compelling.

But the evidential status of an explanation remains external to that receptivity.

A biologically innate prior would not be self-validating.

A culturally learned prior would not be self-invalidating.

The same evidential requirement applies to both.

Popperian correction therefore constrains the interpretation of cognitive receptivity:

Receptivity ≠ Justification.

16. Beyond Framework Immunity

Popper’s role can now be stated positively.

He supplies the epistemological criterion against which stabilized explanatory and institutional commitments are tested for continued corrigibility. He is not proposed as a causal force shaping prior cognitive type formation.

The relevant counterpressure is:

Popperian correction functions as a counterpressure not against stabilization itself, but against cognitive or institutional stabilization becoming epistemic exemption.

The distinction is therefore not:

Stability versus Correction.

It is:

Stability + Reopenability versus Stability + Immunity.

This becomes important when scientific authority travels into public philosophy. The farther a claim moves from its originating evidential environment, the more important it becomes to identify which parts of the authority are scientific, which are philosophical, and which remain open to challenge under the new target.

Part V — A Bounded CEP Interpretation

17. A Bounded CEP Interpretation

CEP defines:

S3=D× A.

The present article does not establish historical S3.

It uses S3 only as a bounded interpretive overlay for a possible conjunction between a post-Darwinian materialist orientation and an epistemology compatible with broad criticism and corrective reopenability.

Thus:

S3-Like ≠ Historical S3.

The article’s contribution to CEP lies upstream.

It asks how a D-relevant explanatory grammar might become cognitively receptive, scientifically legitimate, publicly portable, and epistemically authoritative while an A-compatible corrective requirement remains conceptually available.

The interpretation is intentionally non-load-bearing.

If CEP were removed, the historical and epistemic distinctions concerning Huxley, Popper, Hawking, public authority, and warrant portability would remain analyzable.

18. Why This Article Stops Before Governance

The present article stops at:

Public Intellectual Authority + Corrective Reopenability.

It does not proceed to:

  • governing ontology;

  • permission architecture;

  • Decision Sovereignty;

  • Correction Sovereignty;

  • Public-Grammar Sovereignty;

  • Durable Correction Asymmetry;

  • correction capture;

  • ECC;

  • historical S4;

  • Pareto classification;

  • or SHIP / RESTRICT / HOLD / ROLLBACK.

This boundary is substantive, not editorial.

Public authority does not automatically govern.

The downstream bridge must be established independently:

PublicAuthority ⇏ GoverningOntology.

The separate downstream problem begins when classifications, permissions, and decision structures become capable of governing the conditions under which the governing interpretation itself can be corrected.

That is the problem of The Capture of Correction.

Part VI — Stephen Hawking: Authority Portability

19. Why Hawking Arrives Later

Hawking enters decades after Huxley and after the core postwar institutional settlement.

That temporal asymmetry is deliberate.

Hawking is not used to explain the formation of postwar scientific authority.

He is used to stress-test a boundary after scientific authority has become globally portable through mass media, publishing, education, celebrity, and institutional prestige.

Thus:

Hawking ≠ Architect of Postwar Settlement.

His relevance is epistemic rather than genealogical.

The question is what happens when extraordinary scientific standing and public visibility become carriers for claims whose warrant structure extends beyond the scientist’s established technical domain.

20. Scientific Authority

Stephen Hawking possessed extraordinary scientific authority grounded in major contributions across gravitational physics and cosmology. Hartle and Hawking (1983) is used here specifically as a source for the quantum-cosmology component of that scientific record.

That authority is real.

The article does not explain it sociologically away.

But scientific authority is target-indexed.

ScientificAuthority(q)

does not imply:

ScientificAuthority(r)

for every proposition r uttered by the same scientist.

The carrier can remain the same while the epistemic object changes.

That is why Hawking is a useful hard boundary case.

21. The Grand Design

The Grand Design, co-authored with Leonard Mlodinow, moves across scientific, philosophical, and metaphysical territory (Hawking and Mlodinow 2010).

The relevant analytical form is:

Scientific/Theoretical Resources + Substantive Philosophical/Metaphysical Bridge → Broader Claim.

This is not an ordinary case of simplifying a scientific result for a public audience.

The bridge itself is part of the epistemic object.

The scientific resources may be highly sophisticated and well established within their appropriate domains.

The broader claim still requires its own premises.

Therefore:

Scientific Content ≠ Complete Warrant for the Broader Claim.

22. Same Carrier, Different Epistemic Object

The most important rule is inherited from PEHI:

SameCarrier ⇏ SameEpistemicAuthorization.

A single author can move among:

  • established scientific result;

  • interpretation of a scientific theory;

  • speculative theoretical proposal;

  • metaphysical conclusion;

  • philosophical bridge;

  • public forecast;

  • normative implication.

Continuity of authorship does not erase changes in claim type.

This is not a criticism of scientists speaking publicly or philosophically.

It is a requirement that the target proposition inherit only the warrant actually supplied by the premises relevant to that target.

23. Distributed Public Authority

In the Hawking case, publicly visible scientific authority was carried not only by the scientist but through a wider network of institutions, publishers, media forms, reputational signals, and public expectations (Mialet 2012Gazan 2013).

Hawking could therefore function as a concentrated visible carrier of a much larger authority field.

But distributed authority remains analytically distinct from evidential warrant.

DistributedAuthority ≠ AddedWarrant.

In the Hawking case, prestige and reputation could influence which scientific testimony non-specialists attended to (Gazan 2013).

That influence cannot supply a missing premise.

This distinction allows public trust and epistemic dependence to be treated seriously without converting trust into unrestricted epistemic jurisdiction.

24. Public Representation Is Not Uptake

A public representation can be reconstructed.

Recipient belief cannot be read directly from the representation.

PEHI therefore preserves:

The present article inherits that recipient non-inference rule.

A book, lecture, interview, documentary, curriculum, or institutional statement may make an explanatory grammar available.

It does not demonstrate:

  • how recipients interpreted it;

  • whether they accepted it;

  • whether they integrated it into broader ontology;

  • or whether it altered decision.

Thus:

Public Representation ≠ Recipient Uptake.

Audience studies, survey evidence, reception history, educational evidence, or other direct uptake measures are required for stronger claims.

25. Recipient Uptake Is Not Governing Ontology

Even demonstrated recipient uptake remains insufficient for governance.

A widely accepted explanatory grammar can remain culturally influential without entering a decision regime’s operative classifications, evidence rules, thresholds, permissions, or correction architecture.

Therefore:
