The Epistemic Career of Developmental Form

Scientific Reauthorization, Institutional Translation, and Rival Grammars of Development and Regulation

Abstract

Scientific progress achieved within an explanatory framework does not necessarily produce a corresponding understanding of the framework's own historical and epistemic career. This article examines that distinction through the case of developmental form in evolutionary thought. It defines developmental form minimally as an explanatory structure in which a later configuration is rendered intelligible through historically structured transformation. Pre-Darwinian cases, particularly Robert Chambers and Herbert Spencer, show that neither developmental explanation nor its cross-domain use originated with Darwinian evolutionary theory. Darwin's intervention is therefore reconstructed not as the conceptual origin of developmental form but as a scientific reauthorization of selected transformational claims through new source-domain evidence and increased scientific authority.

The article then distinguishes the historical portability of scientific resources from their epistemic transferability. Bagehot and Galton demonstrate that evolutionary and hereditary authority could be invoked beyond biological explananda, while the validity of the resulting bridge propositions remained independently contestable. The Galton–Pearson sequence further shows how such programmes could acquire research and public-formative institutional carriers without institutionalization itself establishing truth, consensus, or inevitable political consequence. French civic public instruction supplies a pre-Darwinian control against inferring intellectual genealogy from institutional function, while Huxley's relationship to UNESCO distinguishes high-level institutional access and philosophical proposal from demonstrated organizational doctrine. Finally, cybernetics provides a rival explanatory grammar capable of comparable cross-domain and governmental translation while organizing regulation under disturbance rather than diachronic becoming.

The resulting framework distinguishes explanatory form, claim-specific warrant, scientific authority, bridge proposition, carrier, institutionalization, adoption, function, genealogy, and rival grammar. It argues that progress within a scientific framework and progress in understanding that framework are legitimate but non-identical intellectual achievements.

1. From Mechanism to Epistemic Career

Evolutionary inquiry can progress by identifying mechanisms, refining causal models, reconstructing lineages, integrating inheritance and development, and improving explanations of biological transformation. Nothing in this article questions those achievements. Its problem begins at a different level: whether progress achieved through an explanatory framework is sufficient for understanding the framework itself.

A scientific framework normally operates as a condition of inquiry rather than as its principal object. Researchers ask how populations change, how hereditary variation is generated or maintained, how developmental processes constrain phenotypic outcomes, how particular evolutionary transitions occurred, or how several mechanisms interact. In such inquiries, the framework helps determine what counts as a relevant explanandum, what evidence bears on it, and what constitutes explanatory success.

A different class of questions appears when the framework itself becomes an explanandum. Which parts of its explanatory form predated the scientific theory with which they later became associated? Which particular claims acquired stronger scientific warrant? How did the recognized authority of a scientific field affect the use of those claims outside their original domain? Through which intellectual and institutional carriers did particular interpretations travel? Which programmes became institutionalized? Which doctrines were actually adopted by institutions acting at the relevant level of authority? Which institutional functions possessed different genealogies? And which rival explanatory grammars could organize the same target domain differently?

None of these questions requires the claim that scientific theories have never previously been treated as objects of analysis. They plainly have. Work on scientific understanding has also emphasized the target-relative character of scientific progress, while philosophy of science has long treated theories and models themselves as units of analysis (Dellsén 2021Vorms 2018).

Nor does the present argument claim novelty for the observation that concepts travel. A substantial literature examines the movement and transformation of concepts across disciplinary boundaries. Particularly close to the present subject is the work of Surman, Stráner, and Haslinger on biological concepts and their “careers beyond biology” (Bal 2002Surman, Stráner, and Haslinger 2014).

The present problem is narrower.

Conceptual movement must be distinguished from several other possible events: the movement of claim-specific scientific warrant; the invocation of recognized scientific authority; the construction of bridge propositions between domains; the formation of intellectual and organizational carriers; the institutionalization of programmes; and the epistemic validity of conclusions reached downstream.

Three terms therefore require separation.

Scientific warrant refers here to the evidential and inferential support available for a particular scientific claim.

Scientific authority refers to the recognized epistemic standing of a claim, theory, field, expert, or institution for particular actors or audiences.

Warrant and authority may interact, but they are not identical. A strongly warranted claim may acquire authority only gradually or unevenly. Conversely, an authoritative scientific source may be invoked in support of propositions that exceed the evidential scope of the underlying science.

Scientific reauthorization denotes a historically identifiable change in the epistemic resources available to selected claims when a scientific research programme supplies stronger source-domain evidence, recognized scientific authority, or both. Reauthorization does not mean that every broader proposition expressed through a similar explanatory form inherits the original warrant.

This distinction becomes particularly important in the evolutionary case because developmental and transformational modes of explanation did not begin with Darwin. Before On the Origin of Species, natural history and social thought already contained explanations organized around historical transformation and the production of later configurations from earlier ones. Chambers provides a particularly useful natural-historical case; Spencer provides a particularly strong cross-domain case.

The relevant question is therefore not whether Darwin introduced the general idea that realities possess histories of transformation. It is what changed when selected claims about biological transformation became embedded in a mechanism-directed empirical programme of evolutionary natural history—and what happened when later actors invoked the scientific resources associated with that programme elsewhere.

This article addresses that problem through contrasting cases rather than a representative history of modern evolutionary thought. Pre-Darwinian cases test origin claims. Darwin tests scientific reauthorization and expansion of explanatory jurisdiction. Bagehot and Galton test historical portability beyond biological problems. Galton and Pearson test institutionalization. French civic public instruction supplies a pre-Darwinian functional control. Huxley and UNESCO test the threshold between high-level institutional proposal and organizational doctrine. Cybernetics supplies a comparative grammar capable of crossing domains and entering governance while organizing a different primary explanandum.

The purpose is not to derive modern institutions or social order from evolutionary theory. It is to reconstruct what becomes visible when inquiry changes level: from phenomena explained through a framework to the historical and epistemic career of the framework itself.

2. Developmental Form as an Analytical Object

The term developmental form is used here as a deliberately thin analytical category. It does not name a single doctrine, mechanism, metaphysics, or historical lineage. Nor does it imply that the thinkers compared below understood development in the same way.

Its minimum structure is:

Earlier State → Historically Structured Transformation → Later Configuration

The central condition is not mere chronology. The history of transformation must itself perform explanatory work in rendering the later configuration intelligible. A statement that one state occurred after another is not yet developmental explanation. The later configuration must be understood, at least partly, through the structured process by which it became possible or actual.

An earlier state need not represent an absolute origin. It is simply the relevant prior configuration against which the later one is explained. A later configuration need not be more complex, differentiated, stable, efficient, or desirable.

Development is not progress.

Differentiation is a recurrent and historically important subtype of developmental transformation, but it is not part of the minimum definition. Simplification, loss, degeneration, institutional breakdown, or reduction can also possess developmental form if historically structured becoming performs the explanatory work.

Developmental form is therefore not identical with evolutionary theory, Darwinism, natural selection, a progress narrative, or any particular ontology.

The category is useful precisely because it is thinner than the theories in which it appears. If developmental form were defined through Darwinian biological content, its pre-Darwinian existence could not be investigated. If it were identified with a specific mechanism such as differentiation or natural selection, the inquiry would collapse back into mechanism history.

Its thinness also imposes a strict limitation.

Structural resemblance does not establish intellectual genealogy.

Two theories may render later configurations intelligible through histories of transformation while differing in mechanisms, metaphysics, evidence, objects, normative implications, and intellectual ancestry. Shared explanatory form is therefore compatible with both theoretical and genealogical non-identity.

The question prepared by this definition is consequently narrow:

What changes when an explanatory form that already exists becomes associated with a scientific framework that gives selected transformational claims new evidential support and recognized scientific authority?

3. Before Darwin: The Form Without Darwinian Authority

If developmental form itself originated with Darwinian evolutionary theory, the later movement of developmental reasoning could be described largely as diffusion. If the form predates Darwin, however, a different historical question emerges: how did the epistemic standing of particular transformational claims change after evolutionary natural history acquired stronger scientific resources?

Developmental organization of history plainly predates Darwin. Condorcet, Hegel, and Comte offer substantially different pre-Darwinian systems in which historically structured transformation contributes to the intelligibility of later political, intellectual, or social configurations. Their presence does not establish a common genealogy. Their mechanisms and philosophical commitments differ sharply. Their relevance here is negative: they prevent developmental explanation from being treated as an invention of Darwinian biology.

Robert Chambers supplies a stronger natural-historical control. Published anonymously in 1844, Vestiges of the Natural History of Creation organized astronomical formation, geological history, organic life, and humanity within an extensive natural-historical architecture and included an explicit treatment of the development of the vegetable and animal kingdoms (Chambers 1844).

Whatever the scientific weaknesses of Chambers's theory, its chronology establishes an important asymmetry. A naturalized developmental history of organic transformation existed before Darwin's Origin. The later scientific success of evolutionary biology therefore cannot retrospectively establish the historical origin of developmental explanatory form.

Herbert Spencer supplies an additional control at the level of cross-domain developmental reasoning. The Development Hypothesis appeared in 1852, and “Progress: Its Law and Cause” in 1857. Both predated Origin. Spencer generalized developmental transformation and differentiation across organic, psychological, social, political, linguistic, scientific, and cultural phenomena (Spencer 18521857).

The point is not that Spencer possessed Darwin's theory before Darwin. Nor is it that Spencer's general law of progress should be scientifically retained. His developmentalism differed substantially from Darwinian branching evolution and from the later structure of evolutionary biology (Bowler 2021).

The relevant fact is more limited: cross-domain developmental organization was already possible before Darwinian natural selection could plausibly be invoked as its historical source.

Neither Chambers nor Spencer should therefore be converted into a replacement origin figure. That would reproduce the same attribution error with a different name.

The defensible conclusion is weaker:

An explanatory form can predate the scientific theory with which later intellectual history strongly associates it.

This changes the relevant Darwinian question. Instead of asking whether Darwin originated developmental thought, one can ask what new epistemic resources evolutionary science supplied to selected transformational claims.

4. Darwin: Scientific Reauthorization Without Conceptual Origin

Later usage often compresses several historically separable objects into the term Darwinism.

Developmental form is one object.

Historical descent or transformation of species is another.

Natural selection as a proposed causal mechanism is another.

Their histories intersect, but they are not interchangeable.

On the Origin of Species did not merely assert that organic forms change. Darwin organized the problem through variation, inheritance, struggle, differential survival and reproduction, divergence, extinction, geographical distribution, common descent, and the formation of varieties and species. The structure of the book makes causal and evidential burdens central to the transformational claim (Darwin 1859).

The relevant transformation is therefore better described as movement toward a mechanism-directed empirical research programme than as the invention of developmental form.

The reception history likewise prevents “Darwinian warrant” from being treated as one homogeneous event. Acceptance of evolutionary descent and acceptance of natural selection were not identical processes. Nineteenth-century naturalists could accept descent with modification while rejecting, restricting, or supplementing natural selection, and the later canonical status of selection was strengthened through subsequent developments culminating in modern population genetics and the Modern Synthesis (Bowler 1983).

Scientific reauthorization must therefore remain claim-specific.

A scientific field can increase the warrant for particular biological propositions while simultaneously acquiring broader recognized authority. Historical actors may then invoke that authority when constructing arguments outside the initial biological problem-space.

But a distinction remains.

A biological proposition may be strongly warranted.

The scientific field containing it may be recognized as authoritative.

Neither fact alone validates a new target-domain conclusion.

Darwin's own extension of evolutionary analysis to humans provides a boundary case. The Descent of Man applied evolutionary natural history to human descent, mental capacities, social instincts, sympathy, and moral sense (Darwin 1871). Phenomena long examined principally within moral philosophy, theology, psychology, and political thought thereby became candidates for evolutionary natural-historical explanation.

That constitutes an expansion of explanatory jurisdiction.

It does not establish explanatory exhaustion.

Asking for the evolutionary history of a moral capacity does not make every philosophical, psychological, political, or normative question concerning that capacity biological.

The term post-Darwinian can consequently be used in a controlled sense. It should not mean “caused by Darwin,” and chronology alone is insufficient. It denotes an intellectual environment in which evolutionary natural history had become an available source of scientific warrant and recognized authority.

That permits the historically important combination:

pre-Darwinian explanatory form + post-Darwinian scientific resources.

5. When Scientific Authority Travels: Portability and Transferability

The appearance of evolutionary vocabulary outside biology is weak evidence of scientific movement. Words travel cheaply. Analogies may be borrowed without preserving causal structure. Similar explanations may arise independently.

A stronger historical test asks whether evolutionary scientific resources were explicitly invoked as premises, models, or justificatory resources in arguments directed toward different explananda.

Walter Bagehot provides direct evidence.

The subtitle of Physics and Politics identifies the project as an application of principles of natural selection and inheritance to political society. Bagehot uses evolutionary reasoning in explaining political formation and historical competition rather than merely noting a superficial analogy between organisms and states (Bagehot 1872).

This establishes historical portability.

It does not establish epistemic transferability.

Moving from biological natural selection to political history requires additional bridge propositions. One must determine what corresponds to variation, inheritance, reproduction, competition, persistence, and differential selection in political entities. One must identify the relevant units and distinguish the proposed mechanism from military, economic, cultural, geographical, and institutional alternatives.

The evidential support for a biological mechanism cannot supply those bridge premises automatically.

Francis Galton provides a different case.

In Hereditary Genius, Galton argues that natural human abilities are inherited under limitations comparable to physical characteristics in the organic world and proceeds from hereditary propositions toward selective reproduction and social intervention (Galton 1869).

His later autobiography represents the publication of Origin as a decisive intellectual turning point while also making clear that heredity and human improvement were questions already occupying him (Galton 1908). That testimony is important but must retain its proper evidentiary status: it documents Galton's retrospective understanding of his own intellectual development. It does not independently prove a complete causal genealogy.

Specialist historical work further complicates any simple Darwin→Galton→eugenics sequence. Renwick demonstrates the importance of political economy and emerging social-scientific problems in the formation of Galton's programme (Renwick 2011).

The appropriate conclusion is therefore narrower and stronger:

Darwinian evolutionary science could reauthorize, redirect, or strengthen pre-existing questions without having originated either those questions or the entire programme later constructed around them.

Galton also exposes another inferential boundary.

A descriptive proposition concerning heritability does not automatically establish the effectiveness of a proposed intervention.

An intervention claim does not establish that the intervention ought to occur.

Scientific support, intervention feasibility, and normative justification impose different evidentiary burdens.

Bagehot and Galton should therefore not be homogenized into an undifferentiated category such as “social Darwinism.” Their explananda, bridge propositions, assumptions, and political implications differ.

Their shared evidentiary significance is narrower: both provide traceable cases in which evolutionary or hereditary scientific resources were invoked beyond their initial biological problem-space.

A carrier-sensitive reconstruction should therefore identify at least:

source claim or scientific authority → carrier → bridge proposition → target claim.

Only after the historical movement has been reconstructed does the separate epistemic question arise:

Does the source-domain warrant survive the bridge?

This produces one of the article's central distinctions:

Portability is historical. Transferability is epistemic.

A scientific framework may travel successfully while an inference constructed in its name remains poorly warranted.

6. From Programme to Carrier: Institutionalization

Individual intellectual use is not yet institutional translation.

A proposition may appear in a book without generating a programme. A programme may exist without acquiring a durable organization. A research institution may operate without a public advocacy carrier. Advocacy does not itself establish governmental adoption or implementation.

The Galton–Pearson sequence permits these thresholds to be separated.

By 1904 Galton was explicitly proposing an organized eugenic programme rather than merely a hereditary hypothesis. His “Eugenics: Its Definition, Scope, and Aims” called for investigation, systematic collection of information, dissemination of hereditary knowledge, and the progressive movement of eugenics from academic question toward practical and public concern (Galton 1904).

The subsequent Eugenics Record Office gave the programme personnel, resources, records, procedures, and organizational continuity. Archival records at University College London document Galton's funding from 1904, his initial supervision, Pearson's later control, and the 1907 transition to the Francis Galton Laboratory for National Eugenics (University College London Archives 1904–1907).

This is best described as institutionalization.

Institutionalization and institutional adoption are not the same event.

Institutionalization means that a programme acquires durable organizational support.

Institutional adoption, in the stronger sense required here, means that an institution acting at the relevant level of authority accepts a doctrine, policy, or programme as its own.

A university may contain a laboratory devoted to a programme without the university as a whole adopting that programme's assumptions as official doctrine.

Organizational persistence is therefore evidence of a career.

It is not evidence of truth or consensus.

A second distinction becomes visible with the Eugenics Education Society. Archival records distinguish this public-facing organization from the research orientation of the Galton Laboratory (Wellcome Collection n.d.).

A research carrier organizes specialized investigation, measurement, data, methods, personnel, and publication.

A public-formative carrier organizes dissemination, education, advocacy, public expectation, and action-guiding claims.

The distinction matters because the epistemic role of a proposition can change between those environments.

A scientific claim treated as an object of research can become a premise of public instruction.

A statistical association can become part of an intervention argument.

A hypothesis can acquire normative and political implications that require premises not supplied by the original science.

Scientific prestige may consequently persist beyond the evidential scope of a particular source claim without requiring any mysterious process. Organizational continuity and public translation can retain recognized authority while additional assumptions accumulate around it.

The demonstrated historical chain must nevertheless stop where the carrier evidence stops. The existence of later eugenic laws elsewhere does not by itself establish descent from the Galton–Pearson institutional sequence. Similar terminology, objectives, chronology, or function cannot replace documentation of an actual transmission path.

7. Functional Genealogy and Institutional Thresholds

7.1 A Pre-Darwinian Functional Control: French Civic Public Instruction

A carrier-sensitive account must be capable not only of identifying genealogy, but of refusing it where function is insufficient.

The educational formation of citizens provides an unusually useful control because the relevant function predates Darwinian evolutionary authority.

During the French Revolution, debates over public instruction explicitly connected education with political and civic formation. Condorcet's 1792 programme treated public instruction as a means through which individuals could understand and exercise rights and duties and acquire capacities necessary for social and public life (Condorcet 1792).

The example is important because it predates Darwinian evolutionary biology by decades.

The argument does not require a simple continuous genealogy from Condorcet to the later Third Republic school system. Indeed, the exact relation among revolutionary educational programmes, nineteenth-century political changes, and Ferry-era republican schooling must remain a separate historical question.

The narrower proposition is sufficient:

Education directed toward civic and political formation was an intellectually available public function before Darwinian evolutionary authority could have been its source.

The Third Republic later institutionalized a strongly civic conception of primary schooling. The law of 28 March 1882 made instruction morale et civique part of public primary instruction, embedding civic formation within the institutional architecture of republican schooling (French Republic 1882).

The significance of this case is not that French civic education was wholly untouched by later scientific ideas. It is that the existence of a human-formative or civic-formative educational function does not itself identify evolutionary intellectual genealogy.

Function tells us what an institution does.

It does not, by itself, tell us where that function came from.

7.2 Huxley and UNESCO: Proposal Is Not Organizational Doctrine

Julian Huxley and UNESCO test a different evidentiary boundary.

Huxley did not stand outside UNESCO. He participated at a high level in its formation and was involved in the institutional discussions surrounding its constitution. He subsequently became UNESCO's first Director-General (UNESCO n.d.).

This fact rules out a simplistic account in which UNESCO's early institutional architecture is treated as wholly independent of Huxley.

The proper question is narrower.

In UNESCO: Its Purpose and Its Philosophy, Huxley argued that UNESCO required a working philosophy and proposed a scientific or world humanism that should be evolutionary rather than static (Huxley 1946).

The document therefore provides direct evidence of an attempted translation:

evolutionary scientific worldview → proposed institutional philosophy.

Huxley's status gives the proposal substantial institutional significance.

But institutional access is not organizational adoption.

The pamphlet itself did not constitute an organizational decision establishing evolutionary humanism as UNESCO doctrine. Contemporary framing of the document explicitly distinguished Huxley's philosophical views from official organizational endorsement.

The evidentiary boundary is therefore:

A high-status institutional actor can advance an explicit philosophical programme within an institution without the proposal itself becoming proof of organizational doctrine.

The case requires no claim that UNESCO “rejected” evolutionary humanism.

Nor is it necessary to claim that Huxley exerted no influence.

The historically defensible conclusion is simply that proposal, access, organizational adoption, and implementation are separate evidentiary thresholds.

The combination of the French civic-education control and the Huxley case therefore yields two different lessons.

First:

Function does not identify genealogy.

Second:

Access and proposal do not establish organizational doctrine.

8. Rival Grammars: Development and Regulation

A final uniqueness claim remains possible.

Perhaps developmental form is distinctive not by genealogy but by its ability to cross disciplinary boundaries, enter institutions, and reach problems of governance.

Cybernetics provides a strong comparative test.

Norbert Wiener's Cybernetics, first published in 1948, constructed an explicitly trans-domain field around control and communication in animals and machines and developed problems involving information, feedback, nervous systems, and society (Wiener 1948).

W. Ross Ashby's An Introduction to Cybernetics makes the regulatory grammar particularly explicit. Ashby organizes regulation around disturbances, system responses, essential variables, error-controlled behaviour, and requisite variety (Ashby 1956).

Its primary explanatory organization differs from developmental form.

Development: How did this become? Regulation: How does this system respond under disturbance?

Developmental explanation renders a later configuration intelligible through historically structured becoming.

Cybernetic regulation renders system behaviour intelligible through relations among disturbance, information, control, response, feedback, and viable or acceptable states.

The distinction does not divide reality into two mutually exclusive kinds of object.

A developmental history can contain feedback and stabilization.

A cybernetic system can learn, adapt, and change historically.

The distinction concerns the primary explanandum.

Cybernetics matters because it independently exhibits properties that could otherwise be mistaken for identifying features of developmental form: trans-domain movement, organizational application, and governance relevance.

Project Cybersyn supplies the institutional comparison. During Salvador Allende's government, Chile attempted to construct a cybernetically informed infrastructure for industrial information, coordination, and economic management. Medina's archival history shows both the real governmental translation of cybernetic principles and the incompleteness of the project itself (Medina 2011).

No claim about Cybersyn's ultimate economic success is necessary.

Its existence is enough to defeat the stronger uniqueness inference.

A scientific framework can cross domains and enter governmental organization without being developmental in the sense defined here.

Therefore cross-domain portability does not identify developmental form.

Institutional translation does not identify developmental form.

Governance relevance does not identify developmental form.

Cybernetics cannot serve as an alternative genealogy for the nineteenth-century Bagehot or Galton cases; it arose much later. Its role is comparative rather than genealogical.

It demonstrates that comparable institutional destinations can be reached through a different explanatory grammar.

What survives is narrower:

Developmental form is individuated here by the explanatory role of diachronic becoming, not by portability, authority, institutional reach, or governance.

9. What the Framework-Level Shift Reveals

The historical controls now yield four scope boundaries:

Authority ≠ Origin Portability ≠ Transferability Function ≠ Genealogy Domain ≠ Grammar

These are not universal laws of intellectual history.

They are evidentiary constraints.

Each prevents evidence supporting one type of proposition from silently becoming evidence for another.

Authority does not establish origin. The later scientific standing of evolutionary theory cannot determine where broader developmental explanatory form originated.

Portability does not establish transferability. The fact that Bagehot or Galton used evolutionary or hereditary scientific resources outside biology does not establish that source-domain evidence warranted every downstream conclusion.

Function does not establish genealogy. An institution that educates, forms citizens, organizes knowledge, or coordinates public action need not possess an evolutionary intellectual origin. French civic public instruction provides a direct pre-Darwinian control.

Domain does not establish grammar. Developmental and cybernetic explanations can both operate in social organization or governance while making different explananda primary.

Once these distinctions are visible, “the framework” can no longer be treated as an undifferentiated object.

Framework-level inquiry may need to distinguish:

explanatory form; claim-specific scientific warrant; recognized scientific authority; bridge proposition; intellectual carrier; organizational carrier; institutionalization; organizational adoption; institutional function; genealogy; rival explanatory grammar.

The concept of an epistemic career refers to the changing relations among these objects.

It should not be understood as a single entity moving intact from science to society.

Continuity can fail at every transition.

An explanatory form may predate the science later associated with it.

A scientific proposition may receive stronger evidential support without every structurally related proposition becoming better warranted.

Scientific authority may be invoked beyond its original domain even when the evidential warrant does not survive the bridge.

A programme may become institutionally durable without becoming scientifically consensual.

An actor may possess exceptional institutional access without converting a personal philosophical proposal into organizational doctrine.

An institution may preserve a function while drawing on another genealogy.

A rival grammar may enter the same policy domain while organizing another explanandum.

The epistemic career matters precisely because:

Career does not imply continuous identity.

This also clarifies why epistemology enters the present analysis.

It does not enter because evolutionary biology has failed.

As long as the explanandum remains the transformation of biological populations, lineages, inherited structures, or species, the explanatory burden remains biological and natural-historical. Institutional history cannot supply a mechanism of heredity. Social epistemology cannot substitute for evidence concerning mutation, selection, development, or speciation.

Epistemology enters because the object requiring explanation changes.

Whether developmental form predates Darwin requires historical evidence.

Whether Bagehot invokes evolutionary scientific authority requires textual and reception evidence.

Whether Galton's programme possesses multiple intellectual sources requires specialist historical reconstruction.

Whether a programme becomes institutionalized requires organizational records.

Whether Huxley's proposed philosophy becomes organizational doctrine requires evidence of institutional action at the appropriate authority level.

Whether a cross-domain inference preserves its source-domain warrant requires analysis of the bridge.

Whether cybernetics constitutes a rival grammar requires comparison between explanatory structures.

A change in the kinds of evidence required can therefore serve as a diagnostic indication that the explanandum itself has changed.

This is not a universal logical theorem.

It is a methodological signal.

Progress within a framework and progress in understanding the framework's historical and epistemic career consequently have different targets.

10. Conclusion: Progress in a Theory and Understanding Its Career

Evolutionary science can progress without first turning its own framework into the principal explanandum.

It can discover mechanisms, refine models, integrate processes, reconstruct historical transformations, and increase explanatory precision.

Those are genuine scientific achievements.

A second achievement becomes possible when the framework itself is placed under examination.

The pre-Darwinian cases show that later scientific authority cannot establish the historical origin of developmental form.

Darwinian evolutionary science is better understood here as supplying selected transformational claims with new evidential resources and evolutionary natural history with increased recognized authority than as originating developmental explanation itself.

Bagehot and Galton show that those resources could become historically portable beyond the biological problem-space. But the fact that scientific authority is invoked in a new domain does not establish that the original warrant survives every bridge proposition required by the new argument.

Galton and Pearson show that particular programmes can acquire durable institutional carriers. Institutionalization demonstrates organizational persistence; it does not demonstrate scientific truth, general consensus, or inevitable political consequence.

French civic public instruction shows that civic and human-formative institutional functions can possess histories that predate Darwinian evolutionary authority. Function therefore cannot substitute for genealogy.

Huxley and UNESCO establish another evidentiary boundary. A scientist can participate at the highest levels of institutional formation and explicitly propose an evolutionary philosophy for that institution without the proposal itself constituting proof of organizational doctrine.

Cybernetics removes the remaining uniqueness claim. Cross-domain portability, institutional translation, and governance relevance can be achieved by another scientific grammar organized principally around regulation, information, and response to disturbance rather than historically structured becoming.

The contribution is consequently narrower than a genealogy of modernity.

The article has not shown that evolutionary theory became the master ontology of modern society.

It has not derived modern institutions from Darwinism.

It has not treated eugenics as a logical consequence of evolutionary biology.

It has not claimed that developmental form uniquely crosses disciplines or reaches governance.

Nor has it claimed novelty for the fact that biological concepts can travel beyond biology.

Its contribution lies in specifying the distinctions required once the career of a framework becomes an explanandum:

form, warrant, authority, bridge, carrier, institutionalization, adoption, function, genealogy, and rival grammar.

These are not missing mechanisms inside evolutionary theory.

They belong to another object of inquiry.

The relationship between the two forms of intellectual progress is therefore additive rather than competitive.

Better evolutionary science can produce greater understanding of evolutionary processes.

Framework-directed inquiry can produce greater understanding of how the framework acquired its form, scientific standing, cross-domain uses, institutional careers, and epistemic limits.

A theory can become better science.

A framework can become better understood.

The two achievements intersect.

They are not identical.
